The RMS Office Relocation Program forms part of the NSW Government’s decentralisation policy that focused on relocating RMS staff from leased premises in the CBD to either RMS-owned assets or accommodation outside of the CBD. This project consisted of the conversion of 12 former tenancies located in Ennis Road, Kirribilli, directly below the Cahill Expressway and north of Milsons Point Station, into the new head office for the Roads and Maritime Services.  The refurbishment works comprised of structural modifications to the Cahill Expressway bridge piers while maintaining traffic flow, general demolition and removal of existing services throughout the building, construction of an internal roof and drainage system, reconstruction of two suspended timber floors and new structural-steel stairways, refurbishment of the heritage façade, installation of a secondary glazing system, new services and new finishes throughout the building.  The office space is located over two levels and extends 11 bays (bridge pier to bridge pier) on ground floor and 13 bays on Level 1 providing approximately 4000m2 of usable office space.  The shape of the building and access constraints made the construction sequence and materials-handling methodology paramount in order to achieve completion by the RMS deadline date to relocate. Structural modifications to the 84-year-old bridge piers were undertaken in a live traffic environment and numerous unexpected challenges were overcome by resequencing the program to avoid delays.  The refurbishment works have been executed and finished to very high standards of workmanship throughout and provide excellent new office accommodation.  The revitalisation of this derelict retail and office space into modern offices to accommodate 250 people while adhering to strict heritage guidelines in the contract period of 9.5 months is a credit to the collaborative process between the client (RMS), the project manager (NSW Public Works) and the builder – A W Edwards.
