PHIVE is an innovative, six-storey building comprising a new civic centre and library, Council Chambers, community facilities and services, and two below-ground levels, for City of Parramatta Council.
Built modified the concept design resulting in PHIVE becoming one of Australia’s first carbon neutral, net-zero in operation building from day-one. Australia’s most sustainable local government building, PHIVE has been awarded a 6 Star Green Star rating. 
Admirable qualities of the build include automated louvres on the southern and eastern façades, which enable mixed-mode ventilation to the building, a solar PV system and removal of the dependence on natural gas, an electric domestic hot water system and thermal storage, variable refrigerant flow system and rooftop condensers, dual water systems for non-drinking water uses, a 13-kW photo voltaic system and LED lighting. As well as gearless lifts with regenerative drives, minimal use of PVC, an automated library book-sorting machine, self-checkout kiosks and self-return library shelves and smart furniture with in-built power and data charging points for visitors. 
Not only has PHIVE achieved sustainability targets and design engineering that's never been done before, it has also become a community hub that fosters Parramatta Square’s 25,000 workers and the community.
